Hem vist amb molta preocupació la signatura de l'acord entre Microsoft Perú i el Ministeri d'Educació, com ciutadans i membres d'una Comunitat de Programari Lliure, no estem d'acord que s'utilitzen models Propietaris per al desenvolupament d'aquest Projecte, al mateix temps volem manifestar-li que en el Perú des de fa diversos anys s'utilitza GNU/Linux amb alternativa lliure per a solucions informàtiques; i vàries de les Universitats Nacionals Peruanes utilitzen per necessitat el programari lliure i eines lliures, ja sigui com el seu servidor Web o de Correu Electrònic. La realitat és que no existeix pressupost per a comprar llicències i menys encara utilitzar els models dels productes propietaris, pels seus elevats costos, entenem que el govern té necessitats més urgents com és l'atur, la pobresa, salut, alfabetització i educació.
En el Perú, és de públic coneixement que existeix més del 54% de pobresa amb limitat accés a l'Educació i menys no conten amb un computador connectat a Internet, incloent la mateixa ciutat de Lima i el cas és més notori en províncies.
Estem d'acord que s'incentivi l'ús de l'Idioma Quetxua i altres idiomes o llengües, és tasca de l'estat i la societat en el seu conjunt però deu fer-se en forma LLIURE, sense pressions o dependències, una de les alternatives deu ser utilitzant el programari lliure l'abast del qual és per a tots. És de públic coneixement que els departaments de Ayacucho, Junín, Apurímac, Huancavelica i Ancash on s'implementarà el Projecte, utilitzen programari il•legal sense contar amb les llicències respectives en més d'un 95%, a més a més no existeix la infraestructura com ara xarxes, computadores, ni l'accés a internet, tampoc els professors capacitats a impartir ensenyament informàtic.
Vostè, Senyor Ministre indica que el programari serà gratuït, que és totalment distint a Lliure. Lliure es refereix a la llibertat d'utilitzar el programari per a distint propòsit, lliure significa accés al codi font i estudiar-lo, llibertat de distribuir-lo i treure còpies del programari i cooperar amb la comunitat, lliure significa millorar el codi font d'un programari per a adaptar-lo d'acord a les necessitats i si es desitja publicar-lo o distribuir-lo a la comunitat.
El que es vol fer en aquestes regions és crear una dependència (utilitzar productes propietaris), el que promou és que siguem un País Consumidor de productes estranger, pel simple fet de no conèixer la tecnologia ni tenir accés al coneixement de la mateixa.
Des de fa alguns anys, el Perú està utilitzant el programari Lliure en una part de l'educació, en les Principals empreses Peruanes i existeix un projecte de Llei per a l'Adopció del
Programari Lliure per a l'Administració Publica (Presentat pel congressista Edgar Villanueva). A més existeixen diverses comunitats de
Programari Lliure i GNU/Linux en diversos departaments del Perú, incloent les mateixes regions que s'esmenten afavorides.
D'altra banda solament ens queda fer en el Futur les següents recomanacions:
- Prendre coneixement del programari lliure, principalment a la seva plana d'assessors que l'acompanya, i considerar al programari lliure una alternativa viable per a aquest tipus de projectes, al mateix temps convidar-lo a difondre i promoure des del seu Ministeri l'Ús i Desenvolupament del Programari Lliure en l'Educació i entendre que com a conseqüències els principals beneficis seran: Promoure la investigació, la innovació i sobretot el desenvolupament.
- D'altra banda l'única alternativa sustentable en el nostre país per al desenvolupament de la informàtica és el programari lliure, i deixar de ser un país de consumidors i passar a ser desenvolupadors creant models propis a l'abast de les nostres necessitats i prioritats.
- Cal començar a crear una versió local de l'OpenOffice, la versió alternativa basada en codi lliure, pels mateix estudiants, professors i pobladors de la regió, tal com succeeixen en diferents parts del Món (Cas Palestins i Israelians).
- Cal evitar de ser depenents de corporacions estrangeres; en cada departament del Perú existeix més d'una Escoles d'Enginyeria de sistemes o Informàtica, ells deuen ser els qui comencin a desenvolupar aplicacions amb models Peruans que s'ajustin a les nostres necessitats locals, per exemple en Puno tindran el programari en Quetxua i que hi ha dels Pobladors de la Regió Ilave-Puno que parlen Aymara?, és aquí on devem tenir el codi del programari per a poder també adaptar en altres llengües Nadives Peruanes.
- Perquè la gent pugui treballar la informàtica amb el seu propi idioma i desenvolupar el seu potencial, primer hauria d'haver un programa d'ALFABETITZACIÓ DE LA INFORMÀTICA, promogut pel seu Ministeri, segon implementar Alternatives Lliure que promoguin el DESENVOLUPAMENT i deixar de ser consumidors i depenents d'una Empresa i promoure la investigació utilitzant programari lliure.
- Assumir amb responsabilitat la implementació d'alternatives lliures per a l'educació des de tots els nivells i no de Programari IL•LEGAL ("Piratejat") en les nostres universitats i col•legis Peruans, que el fons hi ha un problema ètic, moral i legal en aquest ensenyament de la informàtica.Al mateix temps impulsar i difondre el programari lliure en l'aprenentatge de la informàtica.
- No adoptar models amb llicències i programari que no lliuren el codi font, l'educació exigeix l'accés al coneixement a través del codi Font, per a estudiar-lo, investigar-lo, innovar-lo i utilitzar per a qualsevol propòsit o fi.

What it is wanted to do in those regions is to create a dependency (to evangelizar to use propietary products), which promotes is that we are foreign a Consuming product Country, by siemple done of not knowing the technology nor having access to the knowledge of the same one.
For some years, Peru this using Free software in a part of the education, the Main Peruvian companies and has been existing a project of Law for the Adoption of Free Software for the Administration Publishes (Presented/displayed by congressman Edgar Villanueva). On the other hand single we have left to do the future in the following recommendations:
- To take knowledge from free software, mainly its flat one of advisers who accompany it, and to consider to software frees a viable alternative for this type of projects, at the same time to invite to spread to him and to promote from its Ministry Uso and Desarrollo of Free Software in the Education and to understand that as consequences the main benefits will be: To promote the investigation, the innovation and mainly the development.
- On the other hand the only sustainable alternative in our country for the development is free software, and to stop being a country of consumers and to pass to be developer creating own models within reach of our necessities and priorities.
- It is necessary to begin to create a local version of the OpenOffice, the alternative version based on free code, by same the students, professors and settlers of the region, as they happen in different parts from the World (Case Palestinian and Israeli). - It is necessary to avoid to be employees of foreign corporations; in each departamente of Peru it exists more than Schools of Ingenieria of systems or Computer science, they must be those that begin to develop applications with Peruvian models that adjust to our local necessities, for example in Puno tendran software in Quechua and that are of the Settlers of the Ilave-Puno Region whom speak Aymara, it is there where we must have the code of software to also be able to adapt in other Peruvian Native languages.
- So that people can work computer science with her own language and develop her potential, first she would have of having a program of ALPHABETIZATION OF the INFORMATICA, promoted by its Ministry, second to implement Alternative Free that promotes the DEVELOPMENT and to stop being consuming and employees of a Company and to promote the investigation using free software.
- To assume with responsibility the implementation of free alternatives for the education from all the levels and not to use of ILLEGAL Software ("Pirateado") in our universities and Peruvian schools, that the bottom is an ethical, moral and legal problem in that education of the informática.Al same time to impel and to spread free software in the learning of computer science.
